LOUIS — The region's sewers, creeks and storm drains were no match for last week's record-shattering rainfall — a downpour remarkable not just for its unprecedented total, but also for its intensity. Pouring water sprawled over creek banks, across roads, and into homes and vehicles, stranding hundreds and killing two.

Levees overtopped in St. Peters and the Metro East. Sewers backed up across the region.

The Justice Department is suing Idaho, arguing that its new abortion law violates federal law because it does not allow doctors to provide medically necessary treatment. Attorney General Merrick Garland announced the suit on Tuesday. Garland said the federal government was bringing the lawsuit, which seeks to invalidate the state’s “criminal prohibition on providing abortions as applied to women suffering medical emergencies.”

The United Nations says Yemen’s warring parties have agreed to renew an existing truce for another two months after international concerted efforts. The U.N.‘s envoy to Yemen Hans Grundberg said in a statement Tuesday that Yemen’s internationally recognized government and the country’s Houthi rebels agreed to extend the truce. The statement said that both sides of the conflict had also agreed to try to reach a ’more expanded truce agreement.

The WNBA playoff picture is still unclear with two weeks left in the regular season. Five teams have clinched postseason berths and only three games separating Chicago, Las Vegas and Connecticut at the top of the standings. Seattle and Washington also have earned a spot in the postseason and are tied for fourth and fifth. There are still six teams vying for the final three spots, setting up what should be an exciting finish to the regular season. Each of those six teams has at least one game left against the other teams in the group.

President Joe Biden’s “loose cough” has returned as he faces a rebound case of COVID-19, his doctor said Tuesday, though he “continues to feel well.” White House physician Kevin O’Connor provided the update on the president’s condition as he continues to test positive for the virus,. He said Biden “remains fever-free,” and that his temperature, pulse, blood pressure, respiratory rate and oxygen saturation “remain entirely normal.” Still, Biden is required to remain in isolation through at least Thursday under Centers for Disease Control and Prevention guidelines — and perhaps longer under tougher White House protocols if he continues to test positive.

Fire crews battling a western Nebraska wildfire that has destroyed some homes are looking to the skies with hope and trepidation as weather forecasters warn of thunderstorms. The National Weather Service forecast a 50% chance of thunderstorms producing heavy rains Tuesday afternoon into the night. A storm could help douse the Carter Canyon Fire south of Gering that has scorched about 25 square miles of mostly grass and timberland. The fire has destroyed three homes and damaged several more in the Carter Canyon community that was evacuated Sunday. While fire crews would welcome rain, they fear lightning strikes that could spark new fires in the tinder-dry region. Firefighters had the fire about 30% contained going into Tuesday.

Alonso has signed a multi-year deal with Aston Martin, and Alpine quickly said it would promote its 21-year-old young talent to race alongside Esteban Ocon in 2023. There was no comment in the Alpine news release from Piastri and the current F2 champion had not mentioned the promotion on his social media platforms. There has been speculation that Piastri was working on a better deal with another team, but Alpine holds his contract.

A former White House spokesman whose testimony about the Jan. 6 Capitol riot was broadcast before a House committee is joining Sarah Sanders' campaign for Arkansas governor. Sanders' campaign on Tuesday announced Judd Deere will serve as its communications director. Sanders, a Republican, is running against Democrat Chris Jones. Deere was among several senior staff hires announced by the Sanders campaign. Deere served as deputy White House press secretary under former President Donald Trump. Sanders is a former Trump press secretary. Deere's testimony about Jan. 6 aired before the House committee investigating the riot last month.

The NFL has suspended Miami Dolphins owner Stephen Ross and fined him $1.5 million for tampering with Tom Brady and Sean Payton following a six-month investigation stemming from Brian Flores’ racial discrimination lawsuit against the league. The league’s investigation found the Dolphins did not intentionally lose games during the 2019 season but the team had impermissible communication with Brady and his agent, Don Yee. The Dolphins will forfeit a first-round selection in the 2023 draft and third-round selection in the 2024 draft. Ross is suspended through Oct. 17. He may not be present at the team’s facility and may not represent the club at any team or NFL event.

Hundreds of evacuees have left Ukraine's Donetsk region days after the government issued an order to evacuate as soon as possible. Continued fighting in the region and potential shortages of heating, electricity and water have authorities worried that coming cold weather in fall and winter could make a bad situation even worse. Yet while many are following the order to leave, others say they have nowhere else to go, and are willing to take responsibility for their own lives regardless of the cost. The Ukrainian president warned that the more people leave the region now, "the fewer people the Russian army will have time to kill.”

Buffalo Bills starting safety Jordan Poyer was in such pain after hurting his left elbow he needed to be carted away during a training camp practice. The Bills were not able to provide any update on the severity of the injury because Poyer was getting additional tests. He was hurt during the final team drills of the day, when he was struck in the left arm by a teammate’s helmet.

A wide expansion of mail-in voting in Pennsylvania has survived a legal challenge brought by some of the same Republican state representatives who voted for the legislation nearly three years ago. The state Supreme Court upheld the law 5 to 2 on Tuesday, with both “no” votes coming from the court's two Republican justices. Millions of state voters have chosen to cast ballots by mail in recent elections, although Democrats have used it in far greater numbers. The law fell out of favor with Republicans as former President Donald Trump attacked it during his losing 2020 reelection campaign.

Over 1,100 Ohio K-12 schools in 81 counties are getting $47 million in funding for physical security upgrades such as cameras, automatic door locks and visitor badging systems. Gov. Mike DeWine announced those grant awards Tuesday. The schools are getting up to $50,000 each. They had applied but didn't receive funding when the program was launched in 2021 with just $5 million available. This year, the state is offering a total of $100 million in grants for school safety upgrades supported by federal pandemic relief funding. It plans to accept applications for the remaining $53 million.

New York state prison authorities have lifted a ban on a book about the 1971 Attica uprising following a First Amendment lawsuit. Author Heather Ann Thompson, a historian and professor at the University of Michigan, sued the state’s prisons in March in Manhattan federal court over the censorship of her book “Blood in the Water: The Attica Uprising of 1971.” Prison official said last week in a letter to a Manhattan federal judge that they would dismiss the ban, but will cut out a two-page map from all copies for security purposes.

A new round of U.S. sanctions targeting Russian elites includes a woman named in news reports as Vladimir Putin’s longtime romantic partner. The Treasury Department says the government has frozen the visa of Alina Kabaeva, an Olympic gymnast in her youth and a former member of the state Duma, and imposed other property restrictions. The U.S. government says Kabaeva is also the head of a Russian national media company that promotes Russia’s invasion of Ukraine. Critics of the Kremlin and imprisoned Russian rights campaigner Alexey Navalny have been calling for sanctions against Kabaeva, saying her news outlet took the lead in portraying Western commentary on the invasion as a disinformation campaign.

Spanish authorities say that its leading scientific research body suffered a cyberattack that appears to have its origin in Russia. Spain’s science ministry says that the Spanish National Research Council was targeted by the ransomware attack on July 16-17. A preliminary analysis by Spain’s cybersecurity authorities said that it appears that no sensitive or confidential information was extracted. The security protocols activated to ensure that the attack was unsuccessful have left several of the council’s research centers off-line.

The Cyprus Health Ministry says a 40-year-old man is the east Mediterranean island nation's first confirmed monkeypox case. The ministry said Tuesday the case was detected after the man underwent a laboratory test at the Cypriot capital's General Hospital. The individual has a history of travel abroad and has exhibited “clinical symptoms compatible the monkeypox disease." The patient has been admitted to a specially modified ward at Nicosia General Hospital for treatment.

The woman who was in Daunte Wright’s vehicle when he was fatally shot by police in a Minneapolis suburb last year is suing the city and the former officer who killed him. The lawsuit says 21-year-old Alayna Albrecht-Payton of St. Paul was physically and mentally injured when Wright’s vehicle crashed after Kim Potter shot him on April 11, 2021. Potter has said she mistook her firearm for her Taser when she fired at the 20-year-old Black man during a traffic stop in Brooklyn Center. Potter, who is white, was convicted of first- and second-degree manslaughter in his death and sentenced to two years in prison.

The Pittsburgh Steelers are holding onto one of the most accurate kickers in NFL history. The team has re-signed veteran Chris Boswell to a five-year deal that carries a total value of just over $23 million. Boswell was entering the final season of a four-year extension he signed before the 2018 season. The signing gives Boswell some stability and the Steelers one of the most reliable kickers in the league.
